The 1st effect is meaningless because I've said

Cyberse Quantum Dragon
DARK / Cyberse-Type Synchro / Level 7 / ATK 2500 / DEF 2000
1 Tuner + 1+ non-Tuner monsters
While you control a Link Monster, monster your opponent controls cannot
target monsters you control for attacks, except this one, also your
opponent cannot target monsters you control with card effects, except
this one. Once per turn, at the start of the Damage Step, if this card
battles an opponent's monster: You can return that opponent's monster to
the hand, also, this card can make a second attack in a row.

The first effect isn't really worth it because
it takes more effort just to save your other monsters from harm but the
2nd one is at least a step-up from Grand Mole in that only returns the
opponent's monster and gets to attack a 2nd time. |

If this card is Synchro Summoned: You can equip 1 Link Monster from your
GY to this card, and if you do, place Borrel Counters on this card equal
to that Link Monster's Link Rating. This card gains ATK equal to half

effect of "Borreload Savage Dragon" once per turn.

While it can do more than say Relinquished,
it's honestly not a whole lot better than it apart from its ATK and DEF

that's only once per turn, and only when the first effect is used. |

Elemental HERO Cosmo Neos
LIGHT / Warrior-Type Fusion / Level 11 / ATK 3500 / DEF 3000

Attributes
Must first be Special Summoned (from your Extra Deck) by shuffling the
above cards you control into the Deck (you do not use “Polymerization”).
If this card is Special Summoned from the Extra Deck: You can activate
this effect; for the rest of this turn, your opponent cannot activate
cards, also cards your opponent controls cannot activate their effects.
Your opponent cannot activate cards or effects in
response to this effect’s activation. Once per turn, during the End
Phase: Shuffle this card into the Extra Deck, and if you do, destroy all
cards your opponent controls.

Perhaps this is the only time where having it
return to the Extra Deck during the End Phase is a good thing ans when
doing so, your oppoent's field is wiped clean. Plus, the other effect

that it requires you to have its Fusion Materials on your field,
