Althgough the first and last effects aren't really worth using, the 2nd and requiring generic Synchro Materials is good enough to make this guy worthwhile.

Its ATK is pretty respectable for its Level and can weaken stronger monsters when it battles them but it's Tuner specific and the other effect isn't going to do you much good.
