Comments: It isn't going to use its effect too often but with Marshmallon now at 2, it'll get more out of it than it would beforehand.
Armored Bee

Once per turn: You can target 1 face-up monster your opponent controls; halve that target's ATK until the End Phase.

Comments: Whether or not Blackwing - Gale the Whirlwind is tournament legal, this guy hasn't much of a prayer for playability.
Quick-Span Knight
EARTH / Machine-Type Tuner / Level 3 / ATK 1000 / DEF 800
If this card is sent to the Graveyard for a Synchro Summon: Target 1 face-up monster your opponent controls; that target loses 500 ATK.

Comments: He saved himself from my worst rating by being a Tuner but not by much.
Firewing Pegasus

A heavenly stallion soaring through the skies on crimson wings.

Comments: Being a previously Asian-English promo card doesn't improve its playability status so toss it into the trash and use the more playable high-level monsters like Summoned Skull.

Comments: While far more respectable than Fiend's Mirror, he's still well past his true playability date.

You can Ritual Summon this card with "Beastly Mirror Ritual".

Comments: Of course you can Ritual Summon it with its Ritual Spell or you can throw it in the trash because no one will want it if you put it in your binder.

Comments: Here's a mirror that is NOT the fairest of all and likely the only mirror that'll shatter from even the tiniest impact.

Comments: "This dragon appeared from the sky and crashed to the earth." Guess that's why his stats are so terrible.

Comments: Well better SJ magazine than as a card you can pull from a pack because this one is beyond terrible. You could use it with Prime Material Dragon but relying on one card is bad.  
X-Saber Souza

During your Main Phase: You can Tribute 1 "X-Saber" monster to choose 1 of these effects; this card gains that effect until the End Phase.

● This card cannot be destroyed by the effects of Trap Cards.

Comments: Non-Tuner specific and needing X-Sabers for its effects leaves this guy with no more than 2/5 for X-Saber decks.

This card can attack twice during each Battle Phase. This card cannot attack your opponent directly. After damage calculation, if this card attacked an opponent's monster: Negate the effect(s) of that monster (including in the Graveyard). If this card destroys an opponent's monster by battle: Inflict 1000 damage to your opponent.

Comments: He certainly lives up to his name because IIRC, no Machine-Type monster has higher printed stats and is pretty easy to summon! He can't attack directly and needs specific Machine-Type monsters though.

Cannot be Special Summoned, except by its own effect. During the next Standby Phase after this face-up card is destroyed and sent to the Graveyard: You can discard 1 card; Special Summon this card from the Graveyard.

Comments: This bad boy just needs you to toss 1 card from your hand and he comes right back after destruction at the very next Standby Phase! Not to mention you can still Normal Summon him!
Shooting Quasar Dragon
LIGHT / Dragon-Type Synchro / Level 12 / ATK 4000 / DEF 4000
1 Tuner Synchro Monster + 2 or more non-Tuner Synchro Monsters
Must be Synchro Summoned, and cannot be Special Summoned by other ways. This card's maximum number of attacks per turn equals the number of non-Tuner monsters used as its Synchro Material. Once per turn, when a card or effect is activated: You can negate the activation and destroy it. When this card leaves the field: You can Special Summon 1 "Shooting Star Dragon" from your Extra Deck.

Comments: He's very Synchro Material specific and has some pretty strict TOS, not to mention his number of attacks isn't a guaranteed number. The benefits he has just aren't enough IMO to make him a playable card.
Endless Decay
DARK / Zombie / Level 5 / ATK ? / DEF 0
If you have 2000 Life Points or less, you can Special Summon this card (from your hand). When this card is Normal or Special Summoned: This card's ATK becomes half the opponent's Life Points.
Rating: 3
Comments: He's searchable by Pyramid Turtle, he gets the effect if Normal or Special Summoned, is low Level, and above all has no restrictions on how to hit the field but is generally only good early on.
Sephylon, the Ultimate Time Lord
LIGHT / Fairy / Level 10 / ATK 4000 / DEF 4000
Cannot be Normal Summoned or Set. Must be Special Summoned (from your hand) by having 10 or more monsters in your Graveyard, and cannot be Special Summoned by other ways. Once per turn: You can Special Summon 1 Level 8 or higher Fairy-Type monster from your hand or Graveyard. Its effect(s) are negated and its ATK becomes 4000.
Rating: 3
Comments: It's got a big summoning requirement that also hinders it from being Special Summoned other ways but in return you get 4000 ATK Fairy-Type monsters for practically nothing!

Once per turn: You can Special Summon 1 Fairy-Type monster from your hand. You must control a face-up Level 1 Fairy-Type monster to activate and to resolve this effect. You can only activate the effect of one "Court of Justice" per turn.

Comments: This can combo with Arcana Force 0, who is a Level 1 LIGHT Fairy-Type monster that'll stick around for a while due to its effect so you'll get some uses out of this but Valhalla is better.
Dragonic Tactics
Normal Spell
Tribute 2 Dragon-Type monsters; Special Summon 1 Level 8 Dragon-Type monster from your Deck.
Rating: 2
Comments: BEUD will come out quicker because you could combo this to tribute 2 White Stone of Legends and pick up 3 BEWDs to your hand (2 via White Stone of Legend) but it isn't that great of a card overall.
Parallel World Fusion
Normal Spell
Choose an "Elemental HERO" Fusion Monster in your Extra Deck whose listed Fusion Material Monsters are banished, shuffle the banished Fusion Material Monsters into the Deck, then Special Summon that Fusion Monster from your Extra Deck. (This Special Summon is treated as a Fusion Summon.) You cannot Special Summon another monster(s) during the turn you activate this card.

Comments: This DOES increase the playability of Elemental Hero decks provided they get banished because if not and you draw this, you'll have no use for it.
Elemental HERO Great Tornado

1 "Elemental HERO" monster + 1 WIND monster
Must be Fusion Summoned and cannot be Special Summoned by other ways. When this card is Fusion Summoned: Halve the ATK and DEF of all face-up monsters your opponent controls.
Rating: 2
Comments: He can't be Special Summoned other ways and only gets the effect when Fusion Summoned, which hurts this card enough to leave it with 2/5 stars.
Spawn Alligator
WATER / Reptile / Level 5 / ATK 2200 / DEF 1000
During the End Phase of the turn this card was Tribute Summoned by Tributing a Reptile-Type monster: Target 1 monster that was used for the Tribute Summon of this card; Special Summon it from the Graveyard.

Comments: You at least get to bring back any one of the monsters used for its Tribute Summon not just its current Tribute Summon but you have to wait until the End Phase.
